ADMINISTRATIVE
Because the parole hearing and parole revocation process are administrative, much of the typical constitutional and due process rights do not apply at all or apply in a different way than is typically the case for a criminal trial on the merits. There is no separate formal record, there is no appealing the decision in most cases, and the proceedings are far more informal than in the typical courtroom.
BLUE WARRANT
Of course, if you have a warrant you must turn yourself in. The longer you wait to do so, the more likely the parole hearing officers and, ultimately the parole board or some subdivision of it, will assume the worst and label you an absconder. Once you are arrested or turn yourself in, various parole officals will come down to the local jail where you are being held to conduct the parole revocation hearing. These will include a parole officer to submit evidence of the allegations in the Violation Report and another official to preside over the hearing.

The officers who conduct these hearings have done so many times, they have a process, they know the procedures, and you are simply a file number, another in the line of cases to be processed.
